The massacre occurred in August 1998, after the Final battle of Mazar-i-Sharif (1997–1998), in which the Taliban captured the city from the Northern Alliance forces that the Taliban was fighting a civil war with.

Takhteh Pol (Dari: تختهپل), also known as Takhtapul, is a village in Balkh Province in northern Afghanistan. It was created by Afzal Khan (son of Dost Mohammad Khan) as a cantonment after the Afghan conquest of the Balkh Wilayat in 1849-1850. Balkh was in ruins, so with materials from the ruined town of Balkh, he established the city of Takhtapul.

On 8 August 1998, amidst the Battles of Mazar-i-Sharif, the Iranian consulate in Mazar-i-Sharif was attacked as the Taliban were besieging the city. Initially, only the deaths of eight Iranian diplomats was reported, but two other diplomats and a journalist were later confirmed dead as well, bringing the total casualty rate to 11 personnel. The executions of the diplomats are speculated to have been carried out by Sipah-e-Sahaba Pakistan.

The death toll was unclear—official Afghan government statements said about 140 people were killed and 160 injured, while media reports said as many as 256 were dead. The attack was the deadliest on an Afghan military base since the beginning of the war.
