The city is located along the coast in the central part of the state, 90 km (56 mi) southeast of the state capital Xalapa. It is the state's most populous city, with a population that is greater than the municipality's population, as part of the city of Veracruz extends into the neighboring municipality of Boca del Río.

The Battle of Veracruz (April 21 to November 23, 1914) began with the occupation of the port city of Veracruz by the United States and lasted for seven months. The incident came in the midst of poor diplomatic relations between the United States and Mexico, and was related to the ongoing Mexican Revolution. The occupation was a response to the Tampico Affair of April 9, 1914, where Mexican forces had detained nine American sailors.
